“It is NCIA’s firm conclusion that the HYCF facility is structurally incapable of providing any meaningful rehabilitative programing, despite the fact that the State currently spends $40,000 a year on each youth. Its antiquated institutional structure reduces the staff’s role to that of simply endeavoring to maintain order and control. Under the present system rehabilitative concerns are subordinated to custodial interests and are considered inconsistent with good institutional management.”
