As a nation, we face a choice. We can continue to spend our shrinking tax dollars on the pointless and costly incarceration of women guilty of non-violent drug and property crimes, or we can seek other solutions to the problems of drug dependent women. Given that so many of the women in prison in California are driven to drug use because of poverty and abuse, the real issue before us is detention or prevention?
